UNESCO Cluster Office in Almaty present a peer review of the Draft Law of the Republic of Kazakhstan On Access to Information for compliance with the Global Right to Information index (RTI). The implementing body is Legal Policy Research Centre (LPRC), Almaty, Kazakhstan.
Global Right to Information index (RTI) is reliable tool for comparatively assessing legal framework for right to information and is an international standard in the field of access to information.Methodology RTI underlies the assessment of access to information of many other international indices and uses the seven thematic categories: the right of access to information; the scope and application of the law; procedures for requesting the information; exclusion and denial of information; the appeal and the appeal; Sanctions and the protection of the right of access to information; measure progress.
Thus, a detailed assessment of national laws on access to information, are measuring the legal framework, and does not measure quality of implementation.
The Right to Information Rating founded by recognized organizations: Access Info Europe (AIE) and the Centre for Law and Democracy (CLD).
UNESCO Almaty Office assisted by Legal Policy Research Centre (LPRC) and prepared the RTI methodology translation and suggested its use as part of a united expert assessment from joint UN Common Group in the Republic of Kazakhstan.
Considering that Kazakhstan is interested in promotion of state transparency and accountability, as highlighted by the national strategy 100 concrete steps to implement the five institutional reforms , UNESCO Almaty Office has initiated a preliminary evaluation version of the Draft Law of the Republic of Kazakhstan On Access to Information edition from 23 June 2015, for compliance with the Global Right to Information index (RTI), which will be presented September 25, 2015 by UN common group at the conference entitled Access to information and public participation as a factor in ensuring the transparency and efficiency of government agencies organized by LPRC and partners.
